The Generale Directorate of Small and Medium Enterprises

Is an Administration governed by decree n ° 0262 / PR / MCPMEADS of April 28, 2015 reorganizing the General Directorate of SMEs, thus repealing decree n ° 1100 / PR / MPMEA of September 25, 2011 relating to the powers, organization and functioning of the Ministry SMEs and Handicrafts. It is responsible for the implementation of the Government's policy on the development, promotion and supervision of small and medium-sized enterprises.

Attributions

  • Establish a legislative, regulatory, fiscal, customs and financial framework and ensure its application ;
  • Develop measures aimed at developing, promoting and supervising SMEs with a view to ensuring their participation in the achievement of national development objectives ;
  • Design and implement programs, projects and action plans for the SME sector in order to develop and promote an entrepreneurial culture ;
  • Ensure compliance by administrations, organizations, public, semi-public and private enterprises with specific measures or provisions taken by the Government in favor of SMEs, as well as the execution of the Government decision's in terms of public aid and support for SMEs ;
  • Facilitate and promote subcontracting in the relations of Gabonese SMEs with large companies ;
  • Issue Approval for the Gabonese Small and Medium Enterprise Regime ;
  • Organize and animate promotional caravans of SMEs on the national territory with a view to developing and encouraging private initiative at local and national level ;
  • Ensure advocacy or fundraising for the benefit of SMEs with development partners to support the creation, the development and the supervision of SMEs ;
  • Design and implement an economic and legal information system ;
  • Ensure the dissemination and popularization of information relating to SMEs ;
  • Receive from the public authorities all other missions related to its areas of expertise;

Opportunities

Access to funding

Promote the creation of specific funds (essential to overcome the shortcomings of the banking system's offer to businesses); also promote the creation of SME Guarantee Funds to enable fundraising from commercial banks.

Access to markets

Facilitate the access of SMEs to public and private orders; work towards increase the market share allocated to Gabonese SMEs, both in the public and private orders; ensure the strict application of the market codes).

Formation

Train before and after creation, strengthen the managerial capacities of entrepreneurs, which requires providing SMEs with management tools and support tailored to help them structure and develop (incubators, support spaces, management center).

Revision of the legal framework

Modernize the legal arsenal for the promotion of SMEs to adapt it to the requirement for the development of entrepreneurship.

Subcontracting

Guarantee a greater share of subcontracting markets for Gaboneses SMEs.

Support the regional economic integration of SMEs through support, training and upgrading to be competitive.

Organisation

It is placed under the authority of a Managing Director, assisted by two Directors Deputy Generals, as well as research officers. It consists of :

  • Support services;
  • Central services ;
  • Territorial services.

The Support Services are attached to the office of the Director General and is made up of four services which are :

  • The Archives and Documentation Service ;
  • The Human Resources and Means Department ;
  • The Information System, Studies and Statistics Service ;
  • The Information System, Studies and Statistics Service ;

The central services are the heart of the General Management. They consist of three Directions :

  • the Promotion and Incentives Department, which has three departments ;
  • The Micro-enterprise Directorate, made up of two services ;
  • la Direction du Développement des PME, composée elle aussi de deux services ;

Finally, there are the territorial services, which are the extension of the Directorate General of Small and Medium Enterprises in the provinces. They have the powers of General Management, each within their own jurisdiction. territorial. They are each placed under the authority of a Director, assisted by an Assistant Director and all departments are under the authority of a department manager.
