The PME Approval
The SME Approval confers a special regime for the benefit of SMEs. This is a document
issued by the SME administration which offers several advantages including :
- Priority access to public contracts or subcontracting when the SME
fulfills the conditions required for the performance of the contract;
- The overall application reduced by 5% of the duties and taxes levied on importation on
machines and tools as well as spare parts directly
necessary for the production and processing of products;
- Total exemption from duties and taxes levied on the import of materials

40% of local products;
- Exemption for five years from customs taxes on inputs;
- Exemption for the first five years of their activity from income tax.
This exemption does not apply to companies whose main activity is
the purchase-resale of imported goods and the provision of low-cost services
added value.
The central services are the heart of the General Management. They consist of three
directions:
- The Promotion and Incentives Department, which has three departments.
- The Micro-enterprise Directorate, made up of two departments;
- The SME Development Department also consists of two departments.
Finally, there are the territorial services, which are the extension of the Directorate
General of Small and Medium Enterprises in the provinces.
They have the powers of General Management, each within their own jurisdiction.

All departments are under the authority of a department manager.
Identification
The Ministry in charge of SMEs is setting up an identification mechanism for SMEs.
This identification aims to recognize the quality of an SME by a Certificate of
Compliance with the SME Statute (CCSPME),
issued by the General Directorate of SMEs. This is a prerequisite for applying for Approval.
